The scrap tire for export boom began on the west coast of the U S but has quickly spread to the east coast as well. Some in the scrap tire and tire recycling industry are worried it has affected used tire casing sales for retreading as well as created a shift in how scrap tires are disposed and who controls the custody of the tire from cradle to grave.

Sell Used Tires If You Must, Just Know What You Don't Know

I have never been a fan of dealers selling used tires. You’re not in the garage business, after all, and selling used only diminishes the value of the new products you rely on for long-term profitability.

But I get it. Certain consumers can only do so much – especially now. A “good” used tire may be in better shape than the rubber they are riding on. A number of you feel expert enough to separate the good from the questionable. Many more simply don’t see a problem, and “any sale is a good sale.”

I get it.

Hawking used tires is nothing new, and certainly not just an all-American phenomenon. It’s been going on for decades, here and abroad.

But a recent report by TyreSafe, a quasi-independent consumer education body (don’t you wish we had one of those?) in the U.K., may shed some new light on the issue.

Proving the acorn-tree thing can work in reverse, drivers in the U.K. are just as bad about tire care as U.S. drivers. Roads and weather are pretty similar. U.K. vehicles tend to be a bit smaller – no one there rolls out in a Hummer 5 Mega-Monster over there – and, therefore, tires are a tad smaller overall.

Still, consumers on both shores see nothing wrong with buying used.

In the U.S., used tires are a featured attraction at countless yard sales and on Craigslist and eBay and the local classifieds. Used cars come with used tires, right? There is, therefore, an expectation that a used tire is A-OK provided there is some tread left and no visible damage.

TyreSafe’s findings, though, should serve as a warning that not all is A-OK when it comes to part-worn tires.

Birmingham, England, officials investigated the quality of used tires sold by local firms. In all, the investigators bought and checked nearly 200 tires, and found that nine out of 10 failed to meet minimum legal standards. Some 30% had physical defects (embedded nails, exposed cords, excessive wear). Some had required markings buffed off, and most failed to carry a mark identifying the tire as being used. One in particular was all of 17 years old.

And these were tires sold by tire shops – not at yard sales – by tire experts, I suspect, who pride themselves on having a keen eye for these kinds of things. Like American dealers.
Oh, it gets worse. TyreSafe did a deeper examination of six of the tires, using X-ray equipment to look for internal damage. All six showed clear signs of impact damage, exhibiting “unstable stress points” or “fatigue in components” that increase the likelihood of a blowout.

As TyreSafe noted, these highly dangerous defects would not be visible under normal inspections that used tires should undergo before going on sale.

“The results from the Birmingham investigation are extremely worrying and confirm our worst fears about part-worn tires,” said TyreSafe chairman Stuart Jackson.

“Although guidelines do exist about the condition of tires being sold as part-worns, they are clearly not being adhered to by all traders. The types of faults found are extremely dangerous and, if fitted to a vehicle, could have caused serious accident and injury.”

Back on these shores, here are some stats you can examine under your in-shop shearography machine, courtesy of the RMA’s 2010 Tire Pressure Survey:

• Of 6,300 vehicles checked, only 17% had four properly inflated tires.
• 55% had at least one underinflated tire.
• 15% had at least one tire down by at least 8 psi
• 20% had at least one tire underinflated by 6 psi.
• 31% were underinflated by at least 4 psi.

As used tires go, eight in 10 you might sell have been run underinflated.

How long were these tires run underinflated? How many potholes and curbs did they meet? What debris did they roll over? How many panic stops did they endure? How many times have they been mounted/dismounted?

Who knows? You don’t, and no one’s eyeballs are that good.

Look, to sell or not to sell used is your decision, and yours alone. But don’t think that in “sue-first” America that you’re alone; if one of your used tires fails, there is nothing to insulate you from a court judgment – and nothing to prevent that tire’s maker from joining you in court.

Our industry much prefers suggestion to regulation. And when it comes to used tires, that’s exactly what we have.

If you want to sell used tires, that’s fine. Some will even praise your efforts. Just know what you don’t know, and understand that every used tire you sell is another round of Lawsuit Roulette.

Because you just don’t know.

EPA rule's about Tire Derived Fuel and the future of Tire Recycling Industry

The industry which was always fragmented and consisted of hundreds if not thousands of independent tire collectors and processors had it's big players Lakin Tire, Lakin General, Emmanuel Tire, Casings Inc amongst others.With the rapid expansion by Liberty Tire and the entry of LKQ corp recently the industry has seen one player Liberty Tire gobble up many many tire recyclers and tire collectors including some of the aforementioned Big Players forming a network of outlets recycling about one third of Americas scrap tires over 100 Million per year.
What will these takeovers mean in the future to the tire industry as a whole?? Will there be one giant amongst all of the old independents ?
Is this the best thing to keep moving forward with recycling of Americas discarded tires a lot of progress has been made in the last twenty years to rid America of illegal tire dump sites and assure for proper tire disposal.

At the end of 2009, the U.S. generated approximately 290 million scrap tires. Historically, these scrap tires took up space in landfills or provided breeding grounds for mosquitoes and rodents when stockpiled or illegally dumped. Fortunately, markets now exist for 80.4% of these scrap tires up from 17% in 1990. These markets, both recycling and beneficial use, continue to grow. The remaining scrap tires are still stockpiled or put in a landfill. However, in 2007 markets for scrap tires were consuming 233 million, or 80.4 %, of the 290 million annually generated scrap tires. * 18 million (7.8%) are converted into ground rubber and recycled into products.
* Another 16.5 million scrap (7.7%) tires are retreaded. After any retreading has been performed, 290 million scrap tires are generated.
* 12 million (4.3%) are converted into ground rubber and used in rubber-modified asphalt.
* 9 million (3.1%) are exported as used tires.
* 6.5 million (2.0 %) are recycled into cut/stamped/punched products.
* 3 million (1.7%) are used in agricultural and miscellaneous uses

Many used tires are exported to foreign countries to be reused, or as retreads, especially in countries with growing populations of automobile drivers such as Brazil, Dominican Republic, El Salvador, Honduras, Guatemala, Panama and Mexico. Mexico According to Mexico's National Association of Tire Distributors, as many as 20% of tires sold in Mexico are imported as used tires from the US and then retreaded for reuse. Some foreign countries also import tires to be shredded and used as crumb rubber, or to be used as fuel.

Terry Scott Hess, 48, was sentenced to seven years for dumping of tires and for burglaries at tire stores.

Terry Scott Hess boasted to a Franklin County judge last week that he has been in the tire business for 22 years.

There was just one problem with that career: Hess wasn't licensed to haul or dispose of the scrap tires that he dumped throughout the county.

"He's one of the most experienced illegal haulers that we know of," said Assistant County Prosecutor Heather Robinson of the Environmental Crimes Task Force of Central Ohio.

The career will cost Hess, 48, seven years in prison. Common Pleas Judge David W. Fais sentenced him to six years for open dumping and illegal transportation of tires, and one year for burglaries at two tire stores.

He was caught hauling or dumping tires fives times, beginning shortly after he was released from prison in September 2008 on a conviction for receiving stolen property. Surveillance cameras twice captured him dumping tires behind an abandoned car dealership on Morse Road.

Hess, of 2149 Aberdeen Ave.on the North Side, isn't alone in the illegal scrap-tire business. Three other central Ohioans were indicted last week on charges of illegal transportation of tires.

They are Terry Hess' brother, Rickey L. Hess, 52, of Utica; Stephen A. Green, 59, of 742 Hines Rd., Gahanna; and Rodney Hall, 54, of 173 E. Hinman Ave. on Columbus' South Side, who told investigators that Terry Hess trained him.

The charges are part of an increased focus by the task force on scrap-tire dumping, Robinson said. Five defendants were convicted of illegal dumping or hauling tires in Franklin County in 2009.

"It's a public-health issue," she said. "Discarded tires are a perfect incubator for mosquitoes."

In Columbus alone, crews cleaned up 621 tons of illegally dumped tires in 2009, said John Remy, spokesman for the Solid Waste Authority of Central Ohio. That equals roughly 62,000 passenger tires, he said.

The cost to taxpayers for the disposal of those tires: about $90,000.

But that was down from disposal fees of $114,700 in 2007 and $105,300 in 2008.

"We believe that by getting these people off the streets, we're cutting into the number of tires being dumped illegally," Remy said.

The authority funds the task force, which was created 16 years ago. In addition to Robinson, it includes two Franklin County deputies and representatives from the Columbus Refuse Division and the Franklin County Health Department.

Disreputable used-tire dealers cut costs by relying on unlicensed haulers to pick up their junk tires, Robinson said. Some of the tires are sold to other used-tire dealers and the rest are dumped illegally.

Rickey Hess has a used-tire shop in Utica, investigators said. He was arrested for making several trips to Columbus to dump his junk tires behind a tire dealership on N. Hamilton Road under the cover of darkness. The task force thinks Rickey Hess dumped 150 to 200 used tires behind the store, hoping its licensed hauler would take them away.

Green was stopped by task-force investigators as he illegally hauled tires on Granville Street in Gahanna.

And deputies said Hall was captured by surveillance cameras as he dumped tires behind an apartment complex on Ferris Road, and was caught by Franklin Township police while illegally hauling tires.

"If we catch them hauling, we prevent the dumping," Robinson said.

She thinks the task force's crackdown is getting the attention of lawbreakers.

"Most of these individuals know each other," she said. "I know they share information about our unit's tactics. When we arrest someone, they'll say, 'I know you caught so-and-so.' They're following our enforcement efforts."

Historically, these scrap tires took up space in landfills or provided breeding grounds for mosquitoes and rodents when stockpiled or illegally dumped. Fortunately, markets now exist for 80.4% of these scrap tires up from 17% in 1990. These markets, both recycling and beneficial use, continue to grow. The remaining scrap tires are still stockpiled or put in a landfill. However, in 2007 markets for scrap tires were consuming 233 million, or 80.4 %, of the 290 million annually generated scrap tires. Mexico According to Mexico's National Association of Tire Distributors, as many as 20% of tires sold in Mexico are imported as used tires from the US and then retreaded for reuse. Some foreign countries also import tires to be shredded and used as crumb rubber, or to be used as fuel.

Tires are not wine they do not get better with age, but they are not Milk either and will not spoil on date certain!

This bill also will potentially set back recent efforts made in the Tire recycling industry as well as it may run afoul of the US Constitutions Dormant Commerce Clause
Tire safety is important! No one wants to sell Dangerous Product but the evidence of tire aging is not concrete there are many factors

The Bush recession has lead to brisk used tire sales,according to UsedTires.com.both domestic and International sale of used tires have skyrocketed according to Howard Levy president of Used Tires.com.

SCHWARZER, Senior District Judge. In an effort to attack the mounting problem of solid waste disposal, the Puerto Rico legislature in 1996 enacted the Tire Handling Act, also known as Law 171. This act establishes a comprehensive scheme for the handling and disposal of used tires. Among other things, it requires tire vendors to accept customers' used tires at no extra charge for processing or disposal, prohibits the burning of tires and depositing of tires in landfills except under certain conditions, regulates the storage and recycling of tires, establishes import fees, sets up a fund for handling scrap tires, creates incentives for recycling and developing alternative uses for scrap tires, and imposes penalties for noncompliance with its provisions. The legislature identified the disposal of tires as a particular problem because of the fire hazard they present, the public health hazard they create from disease-carrying mosquitoes breeding in water that accumulates inside discarded tires and the large amount of space they occupy, diminishing the useful life of landfills.

Used Tire International, Inc. ("UTI") is an importer of used tires into Puerto Rico. It brought this action for declaratory and injunctive relief against appellant Manuel Díaz- Saldaña as Secretary of the Treasury to bar enforcement of certain provisions of Law 171. Those provisions are: Article 5(B) which prohibits the import of tires that do not have a minimum tread depth of 3/32"; Article 5(D) which requires tire importers to file a bond in an amount equivalent to the cost of handling and disposing of the imported product and provides for execution of the bond in the event that 10% of a representative sample of a shipment does not qualify; Article 6 which imposes a charge on all imported tires; Article 17(A)(1) which provides for distributions from a tire handling fund, created from the charge imposed on importers of tires, to recyclers, processors and exporters of tires; and Article 19(A) which imposes a $10.00 fine on persons selling or importing tires that do not have a minimum tread depth of 3/32." Following a hearing on UTI's request for a preliminary injunction at which both sides presented testimony, the district court issued an opinion and order, granting the injunction against enforcement of Articles 5(B), 5(D) and 19(A) and denying it with respect to Articles 6 and 17(A)(1). Puerto Rico appealed the order and UTI cross-appealed. The parties have stipulated that we may treat Puerto Rico's appeal as being from a final adjudication of the invalidity of Articles 5(B), 5(D) and 19(A). We have jurisdiction under 28 U.S.C. §§ 1331 and 1292(a)(1).

PUERTO RICO'S APPEAL

The district court concluded that Articles 5(B) and 19(A) facially discriminate against interstate commerce by banning the importation of a class of tires that may be legally sold and used in Puerto Rico. In reaching that conclusion it rejected the Secretary's argument that Law 171 is non-discriminatory because the 3/32" requirement applies equally to importers and sellers of used tires. The argument was premised on the first sentence of Article 19(A) which states:

Every person who sells or imports tires . . . that do not have a minimum depth of 3/32" . . . shall pay a fine of $10.00 per tire.

The court rejected this interpretation of the statute as implausible on the strength of the second sentence of Article 19(A) which states:

This provision shall apply to those who fail to comply but have not had their bond executed, according to what is pointed out in Article 5(D) [which requires all tire importers to post a bond].

It read that provision as making the penalty applicable only to those who have filed bonds, i.e., importers of used tires.

We agree with the district court's interpretation. The reference to "those . . . who have not had their bond executed" and the cross-reference to Article 5(D) dealing with importers of used tires makes it clear that only those sellers of used tires who are also importers are the subject of Article 19(A). Moreover, as UTI points out, it would make little sense for the legislature to penalize sellers of noncomplying used tires taken in trade-in (i.e., locally-generated used tires) for to do so would simply accelerate the time when used tires are discarded as scrap and dumped in a landfill. On appeal, the Secretary merely reiterates that the penalty applies equally to sellers and to importers but has offered "only rhetoric, and not explanation." See Chemical Waste Management, Inc. v. Hunt, 504 U.S. 334, 343 (1992). We conclude, therefore, that Article 19(A) discriminates against sellers of imported used tires because only they and not sellers of locally-generated used tires are subjected to the penalty and, consequently, that Article 5(B) discriminates against importers of used tires because Law 171 singles them out in barring the import of tires with less than 3/32" tread depth.(1)

The district court, having concluded that Articles 5(B) and 19(A) are invalid, did not reach the bonding requirement under Article 5(D). That article provides that "[e]very tire importer shall file . . . a bond . . . equivalent to the total cost of the handling and disposal of the imported product. Should more than 10% of a representative sample of a shipment of imported tires fail[] to meet [the 3/32" standard] . . . the totality of the bond shall be executed." Plainly the bonding requirement imposes burdens, costs and risks on importers of used tires not borne by sellers of locally-generated used tires and thus provides added support for the conclusion that Articles 5(B), 5(D) and 19(A) together facially discriminate against interstate commerce.

The inexorable increase in the volume of solid wastes and the health and environmental consequences attendant on their disposal present legislatures and courts with vexing problems. See Philadelphia v. New Jersey, 437 U.S. 617, 630 (1978) (Rehnquist, J., dissenting). We may assume that Puerto Rico's purpose in enacting Law 171 was to serve the best interests of all its citizens. But no matter how laudatory its purpose, "it may not be accomplished by discriminating against articles of commerce coming from outside the [Commonwealth] unless there is some reason, apart from their origin, to treat them differently." Id. at 626-27.(2) In Philadelphia, the Supreme Court struck down a New Jersey statute that prohibited the importation of waste originating out of state. The crucial question, the Court said, was whether the statute was "basically a protectionist measure, or whether it can fairly be viewed as a law directed to legitimate local concerns, with effects upon interstate commerce that are only incidental." Id. at 624. To answer that question, the Court saw no need to resolve the dispute between the parties whether the purpose was to serve parochial economic interests or to save the environment for "the evil of protectionism can reside in legislative means as well as legislative ends." Id. at 626. New Jersey's law, it held, fell within the area that the Commerce Clause puts off limits to state regulation because it "imposes on out-of-state commercial interests the full burden of conserving the State's remaining landfill space." Id. at 628.

Puerto Rico's legislation barring the importation of certain used tires is essentially indistinguishable from New Jersey's.(3) It, too, places the burden of conserving its landfill space on those engaged in interstate commerce, the importers of used tires. And it is essentially indistinguishable from the Alabama statute imposing an additional disposal fee on wastes generated outside the state, struck down in Chemical Waste. See also Fort Gratiot Sanitary Landfill, Inc. v. Michigan Dept. of Natural Resources, 504 U.S. 353 (1992) (striking down statute barring disposal of solid waste generated in another county); Trailer Marine Transp. Corp. v. Rivera Vázquez, 977 F.2d 1, 10 (1st Cir. 1992). The costs associated with the required bond and the penalty upon the sale of noncomplying imported tires, moreover, resemble a tariff on goods that may be lawfully sold in the state because they are imported from another state, "[t]he paradigmatic example of a law discriminating against interstate commerce." West Lynn Creamery, Inc. v. Healy, 512 U.S. 186, 193 (1994). Because the Secretary has failed to come forward with a showing that Articles 5(B), 5(D) and 19(A) advance a legitimate local purpose that cannot be adequately served by reasonable nondiscriminatory alternatives, see New Energy Co. v. Limbach, 486 U.S. 269, 278 (1988), they cannot withstand scrutiny under the Commerce Clause.(4)

UTI'S CROSS-APPEAL

UTI cross-appeals from the district court's denial of injunctive relief against enforcement of Articles 6 and 17. We review the denial of a preliminary injunction for abuse of discretion. See Ross-Simons of Warwick, Inc. v. Baccarat, Inc., 102 F.3d 12, 16 (1st Cir. 1996). The appealing party "bears the considerable burden of demonstrating that the District Court flouted" the four-part test for preliminary injunctive relief. E.E.O.C. v. Astra USA, Inc., 94 F.3d 738, 743 (1st Cir. 1996). That test requires plaintiff to show probability of success on the merits as well as irreparable injury, the balance of harm tipping in plaintiff's favor, and absence of adverse effect on the public interest. See, e.g., Starlight Sugar, Inc. v. Soto, 114 F.3d 330, 331 (1st Cir. 1997).

Article 6 imposes a charge on each imported tire, whether new or used, varying with the dimension of the wheel rim. The revenue received from this charge is placed in an Adequate Disposal Tire Handling Fund, created under Article 17, to subsidize the cost of processing and recycling used tires. The district court held that Article 6 does not discriminate against interstate commerce because the charge is imposed on all tires entering Puerto Rico, no tires being manufactured in Puerto Rico. See Exxon Corp. v. Governor of Maryland, 437 U.S. 117, 125 (1978). UTI argues that the charge discriminates because it is not imposed on locally-generated tires. Those tires, of course, pay the charge when they enter Puerto Rico as new tires. The district court found that those tires nevertheless enjoy an economic advantage because the charge is not passed on in the price of locally-generated used tires. Whatever the basis for that finding, we find nothing discriminatory in a one-time charge imposed on the importation of every tire, new or used. The only used tires that may enjoy an advantage are those that were imported new or used before Law 171 became effective (some of which were presumably imported by UTI). But their advantage is temporary and is the result, not of discrimination, but, rather, of the inevitable phasing in of the new law. Because we find that Article 6 "regulates evenhandedly to effectuate a legitimate local public interest, and its effects on interstate commerce are only incidental," Pike v. Bruce Church, 397 U.S. 137, 142 (1970), we affirm the district court's ruling denying injunctive relief.

Article 17(A)(1) provides for the distribution out of the Adequate Disposal Tire Handling Fund of the revenue derived from the import charge. Out of the revenue collected, handlers of tires to be processed or recycled in Puerto Rico are to receive a maximum of 91% of the handling and disposal fee and exporters up to 46%. UTI contends that this provision facially discriminates against tire exporters. The district court found, and it is not disputed, that UTI is not a scrap tire exporter and thus not hurt by the law. Accordingly, it lacks standing to attack this article. See Lujan v. Defenders of Wildlife, 504 U.S. 555, 560-61 (1994).

UTI seeks to avoid its disability by arguing that Article 17 together with Article 6 create a tax-subsidy program similar to that found to be invalid in West Lynn Creamery, Inc. v. Healy, 512 U.S. 186 (1994). West Lynn struck down a Massachusetts milk pricing order which imposed an assessment on all milk sold by dealers in Massachusetts, two-thirds of which came from out of state, and then distributed all of it to Massachusetts dairy farmers. Even though the assessment and the subsidy, separately, could be lawfully enacted, together they constituted a scheme under which out-of-state producers were required to subsidize competition by local high cost dairy farmers, neutralizing advantages possessed by lower cost out-of-state producers. Id. at 194. The Puerto Rico import charge is distinguishable because it does not subsidize local dealers at the expense of those engaged in interstate commerce.(5)

CONCLUSION

We therefore AFFIRM the district court's order respecting injunctive relief.

6 Million Chinese Tire Valve Stems Recalled
Here we go again another defective Chinese tire related product. The only thing that comes to this tire dealers mind is we in the industry all must insist and demand the Chinese factories start taking responsability for their defective product and NOW!
Six million tire valve stems recalled; some safety advocates says problem is much wider and deeper.
Tech International Inc., a Johnstown, Ohio-based importer of tire valve stems,and distributor of tires patches and other tire repair materials is voluntarily recalling 6 million TR413 valve stems made by Chinese company Shanghai Baolong Industries Co. Ltd. between July and November 2006.

After reading the posting on Mr. Kanes website alluding to the Used Tire industry selling product that may have hidden dangers and is questioning the industries inspection techniques.
First lets get the record clear. No one want to sell anyone Potentially unsafe or potentially dangerous product.The truth about tires is they are a great and durable product sometimes so durable that they may have a second life.Just because a tire was changed does not make it unsafe and a scrap tire.The tire is either good or not to be reused as a "USED TIRE" that will be determined after it is inspected.To discard a "Used Tire before its time is to reverse twenty years of progress the Tire Industry has made in dealing with Scrap tires and their Recycling.The federal government thru the EPA recognizes the sale of Used Tires as the highest form of recycling "REUSE".
In our conversation Mr Kane admitted his group is funded by Trial Attorneys. Mr Kane claims there is a need for better and more rigorous inspections and seems bent on the use of a shearographic machine and insinuates all large used tire resellers should have one.He also is bent on a tire aging law.
During our conversation Mr Kane admitted not all tires are created equal and climate,driving conditions, the driver ,and the actual tire itself the speed rating and rubber composition are all factors in determining the life of a tire.Mr.kane agreed with this tire dealer that a Z rated tire with 4/32" of tread remaining
would last longer than a tire of a lower speed rating with 4/32" remaining.So just raising the minimum tread depth standard would accomplish basically nothing.This used tire dealer has been to Federal Court in Puerto Rico and to the First Circuit Court Of appeals in Boston to defend our constitutional right to sell a legitimate article
of

Last week 20-20 Abc did a story about the age of tires.
How old it too old.What exactly are consumers being sold as NEW how old are they actually. Not realizing all the data is not in on Tire Ageing.many ,many factors such as where it was made how it was made ,how it was stored where it was stored.
Probably would have been a good idea to consult with some tire industry experts as well like ,engineers,technical experts at the manufacturing level and tire dealers and recycler who see the tires in use and when they come out of service...
Not creating a panic in the motoring publics mind that somehow now after a hundred something years this Amazing product that is sold New,Used and Retreaded which are made with casings that are used tires somehow have an expiration date like milk..

Tire Size Markings
The tire size shown below is P185/60R14 82H. The P represents the car type, Passenger. The 185 represents its section width (tire width in mm). The 60 is the tires Aspect Ratio (the ratio of the sidewall height to the tread width). The R represents radial tire construction. The 14 represents the rim/wheel size and 82H represents the load index and speed symbol.

Speed Ratings
Speed ratings are determined by indoor laboratory testing methods which measure high speed tire durability under controlled test conditions. These test procedures do not take into account underinflation, tire damage, vehicle characteristics, or road conditions which can lead to sudden tire failure or loss of vehicle control at much lower speeds than indicated by the tire's speed rating. The validity of using speed rated tires in the U.S. is based on the idea that the tire's top speed capability must at least equal the vehicle's top speed capability, since it cannot be assumed that the driver will always observe the speed limit.

Recently the speed rating is being referred to as the "performance rating" of the tire, since the higher speed rated tires generally offer improved handling and maneuverability compared to lower speed rated tires.

Load Index
Load index indicates the maximum load capacity each tire is designed to support. Like speed ratings, assume near perfect operating conditions to obtain the ratings listed in the table below.

Uniform Tire Quality Grading (UTQG)
Under UTQG, tires are graded by the manufacturers in three areas; treadwear, traction and temperature resistance.

* Treadwear
The treadwear grade is a comparative rating based on the wear rate of the tire when tested under controlled conditions on a specified government test course. For example, a tire graded 150 would wear 1.5 times as well on the government course as a tire graded 100. The relative performance of tires depends upon the actual conditions of their use, and may depart significantly from the norm due to variations in driving habits, vehicle condition, road characteristics, and climate.

* Traction
The traction grades from highest to lowest are AA, A, B and C. They represent a tire's ability to stop on wet pavement as measured under controlled conditions on specified government test surfaces of asphalt and concrete. A tire marked "C" may have poor traction performance.

* Temperature
The temperature grades are also A, B and C, representing the tire's resistance to heat generation and its ability to dissipate heat when tested under controlled conditions on a specified indoor laboratory test wheel. Sustained high temperature can cause the material of the tire to degenerate and reduce tire life; excessive temperature can lead to sudden tire failure. The grade C corresponds to a level of performance which all passenger tires must meet under Federal safety laws.

Wheel Basics

* Wheel Width
Distance between inside of flanges rounded to nearest 1/2-inch. Ensure that wheel width is proper for tire size you intend to mount on it. All tire sizes have minimum and maximum wheel width limits. Correct wheel width is about 75% of tire cross section width.

* Wheel Diameter
Distance from bead seat to bead seat across diameter of wheel. Must be exactly the same as tire rim diameter. Mounting a tire of one diameter on a wheel of another diameter can result in violent explosion causing serious injury or even death. Always verify diameter stamped on the wheel and match the tire exactly.

* Wheel Offset
Distance between wheel mounting surface where bolted to hub of drum and centerline of rim. Determines vehicle "track" or distance between tires on each axle. Wheels with more negative offset than original wheels move outboard on car. Keep the wheel offsets as close to original as possible to avoid steering difficulties or wheel bearing fatigues. Negative offset on rear increases "track" and may improve stability and handling.

Ply Rating/Load Range
While there is no industry-wide definition of ply rating, truck tires are frequently marked with ply rating and equivalent Load Range. These markings are used to identify the load and inflation limits of that particular tire, when used in a specific type of service.

Last week 20-20 Abc did a story about the age of tires.
How old it too old.What exactly are consumers being sold as NEW how old are they actually. Not realizing all the data is not in on Tire Ageing.many ,many factors such as where it was made how it was made ,how it was stored where it was stored.
Not creating a panic in the motoring publics mind that somehow now after a hundred something years this Amazing product that is sold New,Used and Retreaded which are made with casings that are used tires somehow have an expiration date like milk..

Tire Size Markings
The tire size shown below is P185/60R14 82H. The P represents the car type, Passenger. The 185 represents its section width (tire width in mm). The 60 is the tires Aspect Ratio (the ratio of the sidewall height to the tread width). The R represents radial tire construction. The 14 represents the rim/wheel size and 82H represents the load index and speed symbol.

Speed Ratings
Speed ratings are determined by indoor laboratory testing methods which measure high speed tire durability under controlled test conditions. These test procedures do not take into account underinflation, tire damage, vehicle characteristics, or road conditions which can lead to sudden tire failure or loss of vehicle control at much lower speeds than indicated by the tire's speed rating. The validity of using speed rated tires in the U.S. is based on the idea that the tire's top speed capability must at least equal the vehicle's top speed capability, since it cannot be assumed that the driver will always observe the speed limit.

Recently the speed rating is being referred to as the "performance rating" of the tire, since the higher speed rated tires generally offer improved handling and maneuverability compared to lower speed rated tires.

Load Index
Load index indicates the maximum load capacity each tire is designed to support. Like speed ratings, assume near perfect operating conditions to obtain the ratings listed in the table below.

Uniform Tire Quality Grading (UTQG)
Under UTQG, tires are graded by the manufacturers in three areas; treadwear, traction and temperature resistance.

* Treadwear
The treadwear grade is a comparative rating based on the wear rate of the tire when tested under controlled conditions on a specified government test course. For example, a tire graded 150 would wear 1.5 times as well on the government course as a tire graded 100. The relative performance of tires depends upon the actual conditions of their use, and may depart significantly from the norm due to variations in driving habits, vehicle condition, road characteristics, and climate.

* Traction
The traction grades from highest to lowest are AA, A, B and C. They represent a tire's ability to stop on wet pavement as measured under controlled conditions on specified government test surfaces of asphalt and concrete. A tire marked "C" may have poor traction performance.

* Temperature
The temperature grades are also A, B and C, representing the tire's resistance to heat generation and its ability to dissipate heat when tested under controlled conditions on a specified indoor laboratory test wheel. Sustained high temperature can cause the material of the tire to degenerate and reduce tire life; excessive temperature can lead to sudden tire failure. The grade C corresponds to a level of performance which all passenger tires must meet under Federal safety laws.

Wheel Basics

* Wheel Width
Distance between inside of flanges rounded to nearest 1/2-inch. Ensure that wheel width is proper for tire size you intend to mount on it. All tire sizes have minimum and maximum wheel width limits. Correct wheel width is about 75% of tire cross section width.

* Wheel Diameter
Distance from bead seat to bead seat across diameter of wheel. Must be exactly the same as tire rim diameter. Mounting a tire of one diameter on a wheel of another diameter can result in violent explosion causing serious injury or even death. Always verify diameter stamped on the wheel and match the tire exactly.

* Wheel Offset
Distance between wheel mounting surface where bolted to hub of drum and centerline of rim. Determines vehicle "track" or distance between tires on each axle. Wheels with more negative offset than original wheels move outboard on car. Keep the wheel offsets as close to original as possible to avoid steering difficulties or wheel bearing fatigues. Negative offset on rear increases "track" and may improve stability and handling.

Ply Rating/Load Range
While there is no industry-wide definition of ply rating, truck tires are frequently marked with ply rating and equivalent Load Range. These markings are used to identify the load and inflation limits of that particular tire, when used in a specific type of service.

Dept Of Justice Probe Puerto Rican Shippers

Civil antitrust lawsuits have been filed in US District Federal Court in San Juan.
The lawsuits filed by La Esperanza Bus lines and Rona Distributors alleging "Price Fixing" and "Collusion" in violation of Antitrust Laws.
Crowley ,Horizon Lines, Trailerbridge and Sea Star are all apparently the targets of an FBI/Justice Department probe into Price fixing amongst Puerto Rican shipping lines.
This Used Tire exporter has a twenty year relation with Crowley.
My calls to Crowley and my contacts their have gone unanswered.
I have asked our attorneys to seek whatever remedy we are entitled to ,as it appears we are victims of PRICE FIXING in what was already a close knit tightly held cirle of shippers whose actions are long overdue for a federal investigation.
The charges and surcharges normally in the shipping business are ridiculous only car dealers and cellular telephone companies have as many phony charges on an invoice.
In this tough economy the last thing any business needs is their own suppliers /shippers working against them and being GREEDY and doing STUPID Allegedely Illegal things.

Record Fuel Prices Place Stress on Ocean Shipping

The following was released by the World Shipping Council on May 2, 2008.

Shipping lines worldwide are struggling as crude oil prices topped an unprecedented US$119 per barrel this week, in turn pushing marine bunker fuel prices up past $552 per ton � a $26 per ton increase since the end of March alone. Bunker

prices have risen 87% since the beginning of 2007.

Fuel costs represent as much as 50-60% of total ship

operating costs, depending on the type of ship and service.

Ocean carriers are required to recover these costs to maintain levels of service, meaning the price of shipping goods will continue to face upward pressures.

To illustrate the effect of the rising fuel costs, consider the following example of a large modern container vessel used in the Trans-Pacific trade with an actual, maximum container capacity of 7,750 TEUs (twenty foot equivalents) or 3,875 FEUs (forty foot equivalents).[This size vessel is used only as an example. Fuel efficiency varies by vessel size and other factors] With the cost of bunker fuel at $552 per ton, with fuel consumption at 217 tons per day, and a 14 day voyage, a single round trip voyage for this one vessel would produce a fuel bill of $3,353,952. This number could be greater for a number of reasons, such as if the voyage were more than 14 days, or if the vessel were smaller and less fuel efficient per container, or if schedule delays required the vessel to speed up to stay on schedule.

Recovery of fuel cost from cargo customers is a challenge when one considers that vessel capacity utilization is not 100%, that trades are not evenly balanced (e.g., U.S. Trans-Pacific exports may utilize only half of a vessel�s capacity), that different trades and commodities can handle different levels of rates, and that fuel prices continue to rise. If a cargo shipper pays less than its share of the fuel cost, it can only mean that other shippers must pay more, and/or the carrier fails to recover its operating cost, which is not a sustainable business scenario.

Fuel cost recovery cannot be done on a per-vessel/per-sailing basis. A carrier has strings of vessels operating in scheduled service and must recover its

total costs. Thus, the above example scenario, if extended to a single weekly Trans-Pacific service using five vessels, would create an annual fuel bill to the carrier of $220 million.[(5 ships) x (217 tons/day) x ($552/ton) x (365 days per year) = $218,605,800]

Approximately 1,500 ocean-going liner vessels, mostly containerships, make more than 26,000 U.S. port calls each year, providing American importers and exporters with efficient transportation services to and from roughly 175 countries.

Today, U.S. commerce is served by more than 125 weekly container services.

The annual fuel cost for the services is tens of billions of dollars and continues to rise substantially.

How carriers seek to obtain recovery of these rapidly rising fuel costs in the current market is a matter for commercial negotiations, but the significance and the magnitude and the consequences of the challenge continue to grow.

Operational Changes
Carriers have been responding to the high cost of fuel by utilizing a range of operational adjustments. Beginning in early 2007, most container lines began restructuring their operations to address fuel price trends. They have:

� redeployed ships among global trade lanes to optimize utilization

� consolidated services through multi-carrier alliances

� consolidated routes to serve more locations with fewer ships

� slowed sailing speeds to conserve fuel where possible within schedule

� improved monitoring of hull and propeller conditions to reduce resistance and improve efficiency

� adopted container transloading, street turns and other strategies to cut inland fuel costs

Considering that these steps have generally already been taken by shipping lines, there are limited additional operational measures that vessels can take to further reduce fuel consumption.

Environmental Measures to Add to Cost Increases

Environmental initiatives to address vessel air emissions will add to these growing costs. The World Shipping Council has fully supported the efforts of the U.S. and other governments to establish new environmental standards for vessel air emissions, and supports the new standards that the International Maritime Organization has recently agreed to for new engine standards and new fuel standards. However, the cost of low sulfur fuels to be used in Emission Control Areas will be roughly double the cost of bunker fuel, thus creating even more upward operating cost pressures going forward.

While the liner shipping industry fully understand its responsibility to implement and adhere to these new environmental standards, it is essential that the environmental community and regulators also understand that fuel prices are already causing ships to minimize fuel consumption and minimize emissions. Ships cannot afford to waste fuel and do not emit more CO2 than is necessary for the conduct of commerce. Further taxes or charges on fuel consumption will not cause fewer green house gas emissions; it would only raise costs, and further add to inflation.

It is also important to recognize that ocean shipping is the most energy efficient form on freight transportation. For example, recent estimates show that moving goods by ocean container can be 17 times more fuel efficient than transporting the same goods by air and 10 times more efficient than transporting the goods by road. Environmentally, greenhouse gas emissions can be reduced by shipping goods by sea.

Conclusion

Every sector of the economy is being affected by rising fuel costs.

The transportation industry is being particularly hard hit.

While ocean carriers may provide the most fuel efficient form of transportation, they face an unavoidable imperative of recovering these rising costs if current service levels are to be maintained.

Conclusion must have been drawn by the executives at Crowley that Price fixing is a better solution just rob from your own customers!!!!!!!!!!!!!!!!!!!!!!!!!

No one want to sell anyone Potentially unsafe or potentially dangerous product.The truth about tires is they are a great and durable product sometimes so durable that they may have a second life.Just because a tire was changed does not make it unsafe and a scrap tire.The tire is either good or not to be reused as a "USED TIRE" that will be determined after it is inspected.To discard a "Used Tire before its time is to reverse twenty years of progress the Tire Industry has made in dealing with Scrap tires and their Recycling.The federal government thru the EPA recognizes the sale of Used Tires as the highest form of recycling "REUSE".In our conversation Mr Kane admitted his group is funded by Trial Attorneys. Once again we Americans are faced with a recall of Dangerous Chinese products.This time tires.....Hangzhou Zhongce Rubber Co in Hangzhou,China.Apparently will not stand by its American Distributorand is leaving Foriegn Tire sales of Union Nj to fend forthemselves...American Consumers and Importers alike take notice!~!!this chinese so called factory is abondoning its American distributorm and not making good on its defective products..Melamine poisoning ,bad petfoods,toys Tires we are their biggest customer if they do make a defective tire where do they make good claims for defective merchandise...

At the end of 2003, the U.S. generated approximately 290 million scrap tires. Historically, these scrap tires took up space in landfills or provided breeding grounds for mosquitoes and rodents when stockpiled or illegally dumped. Fortunately, markets now exist for 80.4% of these scrap tires—up from 17% in 1990. These markets—both recycling and beneficial use—continue to grow. The remaining scrap tires are still stockpiled or landfilled, however.

In 2003, markets for scrap tires were consuming 233 million, or 80.4 %, of the 290 million annually generated scrap tires:

130 million (44.7%) are used as fuel
56 million (19.4%) are recycled or used in civil engineering projects
18 million (7.8%) are converted into ground rubber and recycled into products

12 million (4.3%) are converted into ground rubber and used in rubber-modified asphalt
9 million (3.1%) are exported as used tires
6.5 million (2.0 %) are recycled into cut/stamped/punched products
3 million (1.7%) are used in agricultural and miscellaneous uses

Another 16.5 million scrap tires are retreaded. After any retreading has been performed, 290 million scrap tires are generated. About 27 million scrap tires (9.3%) are estimated to be disposed of in landfills or monofills.

What is a tire “placard?” And where is it usually located?

A tire placard is really just a fancy name for a tire information label. This label contains several key pieces of information: (1) the vehicle manufacturer’s recommended psi (pounds per square inch) or kilopascals (kPa) of air pressure for your vehicle’s tires, (2) the maximum weight (or “load”) you should have in your vehicle. Load or weight limits are usually given in terms of number of occupants or total weight (in pounds or kilograms) and (3) the recommended tire size.

You’ll find the label located inside the driver’s side doorframe or doorpost. It may also be affixed to the edge of the driver’s door or the inside of the glove-box door or trunk lid. Next time you get in your vehicle, take a moment to locate your vehicle’s tire placard and make a note of the correct tire pressure and load limits for your vehicle. The same information is also located in your owner’s manual.

What does the psi number on the tire placard or label have to do with tire safety? What are the risks of underinflating or overinflating?

The psi, or pounds per square inch, number on your tire placard or label represents the pressure you should fill your vehicle’s tires with to ensure tire safety. Under- and overinflating tires can both be safety hazards. Overinflating tires can adversely affect vehicle maneuverability, make the ride harsher, and sometimes lead to loss of control and crashes. Underinflating tires – a potentially more serious problem – can result in tire stress due to overheating, irregular wear of tread, tire failure, and sometimes loss of driver control and crashes. So obviously you’ll want to know the correct psi for your vehicle, check your tire pressure at least once a month with a tire gauge, and adjust tire pressure accordingly.

How often should I check my tire pressure?

Keep in mind that a tire doesn’t have to be punctured by a foreign object, such as a nail, to lose air. All tires will naturally lose some air over time. In fact, underinflation is a leading cause of tire failure. So it’s advisable to check the pressure in all your tires, including the spare, at least once a month. There’s nothing wrong with checking more often. Circumstances may call for more frequent checks. For instance, checking pressure after driving on poor road surfaces or before embarking on a long road trip are good safety practices. Finally, always remember to use a tire gauge: you cannot tell if a tire is underinflated simply by looking at, kicking, or pressing on a tire.

I’ve heard that the best time to get an accurate reading of tire pressure is when tires are “cold.” What is a “cold” tire?

While some people think that the term “cold” tire relates to the outside temperature, it really has nothing to do with the weather. It can be 90 degrees outside and your tires can still be considered cold. Rather, a cold tire is one that hasn’t been driven on for at least 3 hours, which is the optimal time to get an accurate pressure reading. A tire that has been driven on for short distances — even just 1 mile — is no longer considered “cold.”

What about the psi number listed on the side of my tires? Should I fill my tires to that pressure?

Tires are manufactured for many different vehicle makes and models of vehicles. And the psi number on the side of a tire only reflects the “maximum permissible” inflation pressure for that tire — not necessarily the correct psi for your vehicle. When filling your tires, always follow your vehicle manufacturer’s psi recommendations. You’ll find this psi number on your vehicle’s tire information label, as well as in your vehicle owner’s manual.

Do I need to check my tires for anything other than correct pressure?

When you perform your monthly tire pressure check with a gauge, it’s also important to visually inspect your tires. Look for and remove any foreign objects or debris that might have become wedged between the tire treads. Check for irregular wear patterns. Irregular wear patterns may mean your tires need rotating and/or your wheels need to be realigned. Take your vehicle in for servicing to correct these problems. If your tread depth is less than 2/32 (or 1/16) of an inch, it’s time to replace your tires.

How frequently should I rotate my tires? What happens if I don't?

Check your vehicle owner’s manual for specific recommendations on rotation timelines and patterns. In general, most vehicle manufacturers recommend rotating your vehicle’s tires every 6,000 to 8,000 miles. If you don’t rotate your vehicle’s tires, the difference is tread wear between the front and rear tires could eventually lead to adverse vehicle handling.

How much wear should I allow on my tires before I replace them? How do I know if they're "bald?"

Be sure to replace your tires when the tread wears down to 2/32 (or 1/16) of an inch. The tire’s built-in tread wear indicators, or “wear bars,” can tell you it’s time to replace your tires. When the tire tread becomes level with the “wear bars,” your tires only have 2/32 (or 1/16) of an inch of tread left and therefore should be replaced.

You can also use a Lincoln penny to determine when it’s time to replace your tires. Turn the penny so that Lincoln’s head is pointing down and insert it into the tread. If you can see all of Lincoln’s head, it’s time to replace your tires. “Bald” tires have a noticeably smooth surface caused by excessive wear beyond the 2/32 (or 1/16) of an inch replacement point. Such tires have reduced traction, which can lead to vehicle loss of control during braking and turning maneuvers.

What’s a tire blowout?

A blowout is a rapid loss of tire air pressure. This sudden loss of air pressure from a tire can cause a vehicle to lose control.

What should I do if I have a tire blowout while driving?

The goal in any rapid loss of tire pressure or “blowout” is to keep the vehicle balanced and controllable. Do not panic. Any over-reaction by the driver – including slamming on the brakes or abruptly removing your foot from the accelerator – can result in a loss of vehicle control.

In any blowout situation, it’s most important to first remember the 2 things you should NOT do:

Do not to step on the brake. As instinctive as it may be, it’s the worst mistake you can make in any tire blowout situation. Applying the brakes will cause an even greater imbalance on the vehicle’s stability.
Do not abruptly release your foot from the accelerator. This is the second worst mistake you can make. Rapidly releasing the accelerator causes the vehicle to transfer more of its weight from the rear tires to the front tires. With a flat tire, this can lead to loss of control of the vehicle.
